Why do you install the horizontal spring lock casings on the cylinder strap units when a blue lock valve is used?

The empty casing on the horizontal slide position is for horizontal cylinder repairs.  A dead pin must be put in place to stop the deck from moving when the cylinder is not on the operating deck.
